Arizona has different rules for:

IDs for Voting in Person

Arizona requires ID to vote in person. Your ID must prove your name and address. You have three options.

Option 1: One photo ID

Must be unexpired or show no expiration date:

Arizona driver’s license
Arizona state ID card
Tribal identification
Military identification
Photo ID issued by the US, Arizona, or local government

Option 2: Two non-photo IDs

Show two non-photo IDs with a name and address that reasonably match your voter registration.

Dated within 90 days:

Utility bill
Cell phone bill
Cable bill
Bank or credit union statement

Must be unexpired or show no expiration date:

Tribal identification (see the FAQ below for more info)
Property tax statement
Recorder’s certificate
Arizona vehicle registration or insurance card
ID issued by the US, Arizona, or local government
Any mail labeled “official election material”

Option 3: A combination of IDs

One photo ID (from option 1) with no address or address that does not match your voter registration	+	One non-photo ID (from option 2) with an address that matches your voter registration

What if I don’t have the right ID to vote in Arizona?

You still have options if you don’t have accepted ID.

Vote by mail

Arizona does not require ID for mail voting, so you can vote by mail instead.

Vote a provisional ballot in person

If you vote in person and don’t present accepted ID, you cast a provisional ballot. Arizona has two types:

Conditional provisional ballot

You cast this if you don’t bring ID or your ID is rejected at the polls. To make it count:

Return to your polling place with accepted ID by 7:00 PM on Election Day, or
Bring accepted ID to your county board of elections or clerk’s office — within 5 days after a federal election, or 3 days after any other election.

Provisional ballot

You can cast this without conditions if your ID has a name or address that doesn’t match your voter registration, or you’re using Tribal ID that doesn’t meet the state’s requirements. You don’t need to take extra steps — election officials will confirm your eligibility, and if they do, your ballot counts.

What Tribal ID can I use to vote in Arizona?

Tribal ID with a photo

You can present one form of Tribal identification and vote a regular ballot if it:

was issued by the Bureau of Indian Affairs or a federally recognized Native American tribe
shows your photo
lists a name and address that reasonably match your voter registration
is unexpired or has no expiration date

Tribal ID without a photo

If your Tribal identification doesn’t have your photo, you can vote a regular ballot if you bring a second form of non-photo identification from this list. Voters who can only provide one form of non-photo Tribal identification should not be refused at the polls — you have the right to cast a provisional ballot without any conditions. Tribal members using their Tribal ID do not need to return later or show any extra ID to make their provisional ballot count.

Can I use a digital or mobile ID to vote in Arizona?

You cannot show a digital copy of your photo ID to vote in Arizona. You can show an accepted form of non-photo identification on your device. Maricopa County voters can use a QR code linking their digital voter registration card. Learn more about that option on the county’s website.

Do I need a “REAL ID” to vote in Arizona?

You do not need a “REAL ID” to vote in Arizona.

“REAL ID” is a set of national security standards for states to follow when they issue driver’s licenses and state ID cards. Your ID will show a star if it meets REAL ID standards.

Applying for a REAL ID requires you to appear in person with a variety of documents to prove your identity. Visit the Arizona MVD website to find out exactly what is required to get a REAL ID-compliant driver’s license or state ID card (called a Travel ID in Arizona).

IDs for Voting by Mail

Any registered Arizona voter can request to vote by mail. You don’t have to give a reason why you can’t vote in person.

You do not need to provide ID to vote by mail in Arizona.

Requesting your mail ballot:

Sign up for the Active Early Voting List to receive a mail ballot for every election you can vote in. You can join when you register to vote, request to join online, or send a written request by mail. If you don’t join the list, you can request to vote by mail in specific elections — apply online, contact your County Recorder by phone or email, or submit a written request. You don’t have to include a copy of your ID with your request, though you’ll be asked for identifying information like your place of birth, driver’s license number, or the last 4 digits of your Social Security number.

Returning your mail ballot:

You don’t have to include any ID with your completed ballot. Don’t forget to sign the ballot envelope. Your signature will be verified against county records.

If you drop off your ballot at a vote center, you can choose to show an accepted ID to verify your ballot. If you don’t show ID, your ballot will be verified later using your signature.

You must register before you can vote in Arizona.

Who can vote in Arizona?

You are eligible to vote in Arizona if you meet all of the following requirements:

You are a citizen of the United States.
You are a resident of Arizona.
You are at least 18 years of age on Election Day.

You cannot register to vote in Arizona if:

You have been convicted of a felony, and your civil rights have not been restored.
You have been declared incapacitated by a court of law.

Can I register to vote in Arizona if I have been convicted of a crime?

Can I register to vote in Arizona if I attend college in Arizona?

College students are allowed to vote using their Arizona school residence address. You can decide if you prefer to register in your home state or in Arizona if you attend school there. You may only be registered and vote in one location.

Proof of US Citizenship & Arizona Residency

Arizona requires proof of US citizenship and state residency to vote in state and local elections (when you vote for your governor, mayor, city council members, school board, etc.)

If you provide proof of citizenship and residency, you will be registered to vote in all elections.

Accepted Proof of Citizenship

You can use the number from your Arizona driver’s license or state ID card if it was issued after October 1996.

Voters without an Arizona license or ID can prove their citizenship by providing one of the following:

Copy of US passport’s data page showing your name, photo, identifying information, and expiration date
Indian Census Number, Bureau of Indian Affairs Card Number, Tribal Treaty Card Number, or Tribal Enrollment Number
Copy of US naturalization documents or A-Number (Alien Registration Number)
Copy of your birth certificate and any legal documents if your name has changed (marriage certificates, divorce decrees, court orders, etc. )
Copy of your Tribal Certificate of Indian Blood or Bureau of Indian Affairs Affidavit of Birth

Can I register in Arizona without proof of citizenship or residency?

If you register using the Arizona state voter registration form and do not provide proof of citizenship, your registration will be rejected.

If you register using the federal voter registration form and do not provide proof of citizenship, you will be registered as a “federal only” voter.

What is a “federal only” voter?

Being a “federal only” voter means you can vote for Congress and President, but you can’t vote in state or local elections in Arizona (the elections when you vote for your governor, mayor, city council members, school board, etc.).

Arizona voters who do not provide proof of citizenship or Arizona residency when registering are registered as a “federal only”.

You can use Arizona’s voter information portal to check your registration status. The portal allows you to search for your registration record by providing the last four digits of your Social Security number.

How do you become a “full ballot” voter?

“Full ballot”Arizona voters are allowed to vote in every election (state, local, and federal).

How to Register to Vote in Arizona

Can I register and vote on the same day in Arizona?

No, Arizona does not allow you to register and vote on the same day. Arizona’s deadline to register for an upcoming election is 29 days before Election Day.

If the registration deadline for an upcoming election has passed, you can still apply to register. Your registration will be processed, and you will be registered to vote in future elections.

Voting in Person

Arizona requires ID to vote to person. If you can’t present accepted ID on Election Day, you must using a provisional ballot.

How to Request an Arizona Mail Ballot
