William R. Sweeney, Jr. OBE

William “Bill” R. Sweeney, Jr. OBE was President and Chief Executive Officer of the International Foundation for Electoral Systems (IFES) from June, 2009 thru October, 2018. He was also a member of the IFES Board of Directors from 1993 through 2001, serving as Chairman of the Board from 1998 through 2000. Bill was Vice President of Global Government Affairs for EDS, a Fortune 100 information services company, from 2000 – 2009 acquisition of EDS by Hewlett Packard; he joined the company in April 1991. Bill was Deputy Chairman of the Democratic National Committee (1981 – 1985) and Executive Director of the Democratic Congressional Campaign Committee (1977-1981). He has served as Chairman of the Board of Directors of the Smithsonian Environmental Research Center as well as chairman or member of the board of over a dozen business and technology associations. Bill received a BA in political science from The American University in 1973.
