Voter ID in Hawaii

Hawaii is a non-strict voter ID state.

Changing Your Legal Name

Residents may submit their name change application via the State of Hawaii Online Name Change System.

The online system will generate a name change petition that must be notarized and sent to the Office of the Lt. Governor within thirty (30) days of notarization.

  1. You must publish your Notice of Change of Name in a general circulation newsletter for a minimum of one (1) day. This requirement can be waived for your safety.
  2. You have sixty (60) days from the date your Notice was signed to submit your signed Notice to the newspaper agency, which will submit proof of publication to you and the Office of the Lt. Governor (which, in turn, will sign and mail the Order to you).
  3. For your name change to be completed, you must file the original, signed Order with the Bureau of Conveyances within sixty (60) days from the date your Order was signed.

Instructions for change of name using Hawaii’s online system (PDF)

Submit a request to the Hawaii Department of Health to amend your birth certificate.

To change the name on your Hawaii birth certificate, you will need to provide a certified copy of your name-change court order or name-change petition from the State of Hawaii Online Name Change System.

Note: You must update your birth certificate with the state where you were born.

You must update your name with the Social Security Administration before you can change your name on a Hawaii-issued ID.

Visit Driver’s License Service Center and provide the required documentation to update your name on a Hawaii driver’s license or state ID card.


Updating Gender Markers

Submit a request to the Hawaii Department of Health to amend your birth certificate.

Proof of gender affirmation surgery is not required.

To amend your Hawaii birth certificate, you will need to provide:

  • completed Application for Amendment to Birth Record (PDF)
  • notarized Affidavit from Physician (PDF)
  • legal documentation of name change (if applicable)
  • payment of applicable fee(s)

Note: You must update your birth certificate with the state where you were born.

Hawaii allows residents to mark M, F, or X on their state-issued ID.

Visit Driver’s License Service Center to update your Hawaii driver’s license or state ID card. You will need to submit a Gender Designation Form (PDF) completed by a medical or social professional affirming your new gender.
