Voter ID in Kansas

What is your plan for voting?

Voter ID rules are different based on whether you vote by mail or in person.

Voting by Mail

Any registered Kansan can choose to vote by mail using an advance ballot. You don’t have to give a reason for not voting in person.

If you have a lifelong disability or illness, you can become a permanent advance voter. This means you’ll receive a ballot in the mail for every election, and you are excused from Kansas’ voter ID rules.

Applying to be Permanent Advance Voter

If you have a lasting disability or illness that won’t go away, you can become permanent advance voter.

Being a permanent advance voters means:

  • You automatically get your ballot in the mail for every election.
  • You don’t need to follow Kansas’ voter ID law and can vote without a photo ID.

To get approved as a permanent advance voter, you have to complete an application and turn it in to your county election office.

You don’t have to prove that you have a permanent disability. But illnesses must be diagnosed as permanent to qualify for this voting option.

Requesting Advance Ballot for Election

If you’re not on the permanent advance voting list, you need to apply for an advance ballot each time there’s an election. Another person can help you complete the application form if you need assistance.

Turn your application in to the same county where you are registered to vote. It can be delivered to the county’s election office in person or sent by mail.

Application Info

If you have an unexpired Kansas driver’s license or ID, you must put its number on your application.

If you do not have one, you should send a copy of photo ID with your application.

You can use one of these IDs:

  • Driver’s license or ID issued by Kansas or another state
  • US passport
  • Public assistance card issued by US, Kansas, or local government
  • Student ID issued by institution of higher education accredited by Kansas

You will also need to give your name, birthday, and the address where you want the ballot to be sent.

Returning Your Advance Ballot

You must sign the outside envelope when you complete your ballot. This signature will be checked against voter registration records.

You don’t have to send any ID with your ballot.

Election officials will inform you if the signature on your ballot envelope doesn’t match their records. You’ll have an opportunity to confirm your signature.

Kansas only allows military and overseas voters to return their ballots online.
